Chapter 7 - The Floodgate

Greywater woke beneath an evacuation advisory. The city had stopped the new barrier test, but engineers still had to decide whether the old gate could hold through the approaching storm.

Every decision now felt burdened by the decisions made seventeen years before.

Dr. Park's team removed a second new pin. It failed the same test as the first.

She shut the replacement structure completely and recommended a controlled opening through the old channel to reduce pressure, with temporary walls protecting the lowest streets.

The plan required permission from three agencies and cooperation from residents asked to leave their homes.

Mara attended the public briefing with Adrian, though Lena urged her to stay under guard. People deserved to hear the evidence from someone who had read it.

A father in the front row asked whether his children were safe.

Park gave him measured probabilities, then stopped and spoke plainly: the new hardware could break under the forecast load. The city would start buses immediately and keep the roads clear.

Adrian stood when someone asked who had paid for the pins. “My company did,” he said.

He described the records the investigators had found and the independent review now under way. He did not ask the room to trust the Vale name again.

A woman who had lost her brother in 2009 rose with a folded photograph in her hand. “We heard promises the last time,” she said.

Adrian did not argue. He gave her the address of the public evidence center and told her the company would fund evacuation without requiring any release of claims.

Outside, Mara watched volunteers carry supplies onto buses. She could see Isabel's blue house beyond the temporary barriers.

It was empty, its door marked with a white evacuation tag. A small sign in the window still read WELCOME HOME.

Victor's lawyers obtained a court hearing challenging the search of his finance office.

He appeared in a television interview from an undisclosed location, denying any role in the shooting and accusing Adrian of fabricating a scandal to gain control of the company.

Lena had stronger evidence now, but she refused to confuse suspicion with proof. A lab was comparing the banquet gunman's communications with Victor's staff accounts.

Investigators had also recovered payment records for a security contractor hired before the dinner.

The contractor's account led to a storage yard beside the harbor.

Officers found hotel uniforms, copied police badges, and a printed floor plan of the banquet. One route was circled in red: MARA, TABLE 12, SERVICE EXIT.

Adrian studied the plan through the interview-room glass. He had chosen that table because it was close to an exit.

The attackers had known the seating chart and had been waiting to force Mara toward the same corridor.

“Victor thought the original report was all she had,” Lena said.

“He wanted to know where the other records were before he killed her.” The words struck Adrian harder because Mara had already survived the plan through choices nobody had predicted.

Grant identified Victor's operations director as the man who ordered the kidnapping. Investigators arrested the director at a private airfield.

He denied everything, then asked for a lawyer when Lena mentioned the harbor storage yard and its printed floor plan.

The storm advanced overnight. At East Reach, Park's crews completed the controlled opening.

Water rushed into the designated channel as designed, flooding an empty industrial lot but sparing the residential streets. The temporary walls bowed under the force and held.

Mara stood in the command tent while rain beat against its roof. Park checked every gauge against a paper reading taken by a second engineer.

No one would rely on a single screen this time. Mara thought Elena would have liked that.

A radio call reported a worker missing near the lower platform. Adrian reached for a hard hat, but Mara stopped him.

He knew the corporate plans, not the current flow. Park sent trained rescue crews with ropes and an overhead spotter.

The worker emerged minutes later, wet and shaking, after sheltering behind a service wall when the siren sounded.

Adrian felt the rush of relief and understood how quickly his desire to act might have put another person at risk.

Lena arrived at the tent with news. The hotel gunman in custody had identified the contractor who hired him.

The contractor had used an account funded by Victor's assistant, and surveillance footage placed Victor at the storage yard two days before the dinner.

It was enough for an arrest warrant, though not a conviction. Officers were searching his known properties.

Lena warned Adrian and Mara that Victor might try to reach the gate, where cameras and emergency traffic could cover his movement.

A city vehicle pulled up outside. The driver wore an emergency operations jacket and carried an authorization for a late inspection.

Park noticed that the signature belonged to an official who had left the site an hour earlier.

Lena approached the vehicle with two officers. The driver ran, slipping on the wet concrete before he reached the fence.

In the back of the car, they found a portable drive, cash, and an envelope addressed to Grant Bell.

The drive contained draft statements blaming Grant for both the old and new pin purchases.

The envelope offered Jonah a new identity if Grant signed them. Victor had prepared one more false story before the truth could settle.

Park's final gauge report showed pressure dropping across East Reach. Residents would have to wait for daylight and an all-clear before returning.

For tonight, children slept on cots in school gyms and the streets stayed dry.

Mara stood beside Adrian as the command tent lights reflected in the water. They had prevented a second catastrophe through inspections, warnings, and a difficult evacuation.

She felt no triumph while families waited to learn whether their homes were safe.

A radio crackled with a new report from the old laboratory quay. Victor Sloane's car had been found there, engine running and driver's door open.

The quay lay above the channel where Elena had made her final call.
