Chapter 63 - Blood Under the Boston Seawall

The drainage pipe emptied into the brackish, freezing waters of the Fort Point Channel.

Elena dropped into the waist-deep muck, gasping as the icy sludge seeped through her combat trousers and soaked into her boots. She held the baby high above her head with one hand, her teeth chattering violently as the November wind whistled through the concrete pilings of the wharf.

Julian landed beside her with a muffled grunt, clutching his bleeding side. The sniper shrapnel had gouged a deep furrow across his ribs, and the salt water was setting his nerve endings on fire.

Behind them, high on the illuminated deck of the *Sovereign*, floodlights swept across the oil-slicked water.

"They're deploying patrol zodiacs," Julian warned, peering through the rusted rebar beneath the pier. "Federal boats to the north. But look south."

Elena followed his gaze. Two sleek, unflagged midnight-black interceptor craft were slicing silently under the Tobin Bridge. They carried no navigation lights. The men on the decks wore civilian tactical gear, night-vision optics, and carried suppressed submachine guns.

"Victoria’s private extraction team," Elena hissed. "She didn't let the feds capture her. She used them as a shield."

"She knows where Peter's clinic is," Julian said, dragging Elena into the shadows of an abandoned storm culvert. "Mother never leaves loose ends. If Peter extracts that chip, the trust dissolves permanently into your name, and she spends the rest of her life in an ADX Florence cell. If the ships blow, she claims maritime terrorism insurance and flees on a diplomatic passport."

They crawled through the damp, rat-infested tunnels beneath the historic seawall. The sound of city traffic hummed overhead—ordinary citizens driving home across the Congress Street bridge, oblivious to the fact that five commercial supertankers anchored offshore were counting down to a catastrophic detonation.

Elena's daughter let out a tiny, reedy whimper.

"Shh, my sweet girl," Elena whispered, peeling back the damp blanket. In the dim glow of Julian's tactical penlight, the nightmare became visible.

Beneath the delicate skin between the baby’s shoulder blade and spine, a small, rectangular outline glowed with a faint, subcutaneous crimson light. It wasn't just a passive RFID tag. Thin, filament-like silver wires spiderwebbed outward under the infant's translucent skin, pulsing in time with her tiny heart.

"It’s anchored to the nervous system," Elena whispered, horror choking her throat. Tears spilled down her dirt-caked cheeks. "What kind of monsters are you people? How could a father do this to an innocent child?"

"Alistair didn't see children," Julian said hollowly, pressing a fresh rag against his bleeding ribs. "He saw vaults. And he knew that as long as this child lived, the world would have to negotiate with the Montgomery name."

A sudden metallic clatter echoed from the entrance of the culvert behind them.

The distinct sound of an infrared targeting laser snapped through the damp mist. A crimson dot appeared on Julian’s chest.

"Move!" Julian shoved Elena around the concrete curve of the sewer just as a hail of suppressed fire tore the brickwork to dust.
